## 2. Fast-Track cATO Security Milestones

1. **Day 15 — Security Categorization & Boundary**:
   - System Security Plan (SSP) baseline completed.
   - Zero Trust Data Flow Diagrams (DFDs) approved by CBP ISSM.
2. **Day 45 — Automated DevSecOps Governance**:
   - SAST (SonarQube) and Container Scanning (Trivy) enforced in pipeline with gate criteria of **0 Critical / 0 High** findings.
3. **Day 75 — Interconnection & Cryptography Validation**:
   - Interconnection Security Agreements (ISAs) signed for Carrier PDS and TSA Secure Flight feeds.
   - FIPS 140-3 cryptographic modules validated for data-at-rest and data-in-transit.
4. **Day 105 — Independent Verification & Validation (IV&V)**:
   - Third-party Section 508 VPAT certification.
   - Penetration testing completed with 100% remediation of high/medium vulnerabilities.
5. **Day 120 — Continuous Authorization to Operate (cATO)**:
   - CBP Authorizing Official (AO) grants formal cATO for Day-1 production launch.
