Statutory Program Routing & Requirements

8 CFR § 212.1(q)

Before initiating your electronic travel authorization, please review the statutory programs and geographic eligibility rules established by Title 8 Code of Federal Regulations and the 2024 DHS Interim Final Rule (IFR):

EVS-TAP: CNMI Economic Vitality & Security Travel Authorization (2024 IFR)

Applies exclusively to nationals of the People's Republic of China (PRC) traveling to the Commonwealth of the Northern Mariana Islands (Saipan, Tinian, Rota) under discretionary parole.

  • Maximum 14-day stay limit (non-extendable).
  • Strictly non-transferable: Travel onward to Guam or the U.S. Mainland is prohibited without a consular visa (B1/B2).
  • Requires advance electronic application submission, biometric facial photo, and passport data page photograph.
Guam-CNMI Visa Waiver Program ETA (8 CFR § 212.1(q))

Electronic pre-travel authorization for citizens of 12 designated partner countries (Japan, Republic of Korea, United Kingdom, Australia, Singapore, Taiwan, Malaysia, etc.) traveling to Guam and CNMI for up to 45 days.

Electronic System for Travel Authorization • ESTA (8 U.S.C. 1187)

Standard Visa Waiver Program pre-clearance for 41 partner nations traveling across all 50 U.S. states and territories for stays up to 90 days.

Under the 2024 DHS Interim Final Rule, the EVS-TAP program applies exclusively to nationals of the People's Republic of China (PRC) traveling to the Commonwealth of the Northern Mariana Islands (CNMI). Non-PRC travelers use the Guam-CNMI Visa Waiver Program (GCVWP) or ESTA.
